Crnogorski elektrodistributivni sistem (CEDIS) ended 2025 with positive financial and operational results, confirming the stability of its operations and the successful achievement of its strategic objectives.<\/p>\n\n
Net operating profit amounted to EUR 2,473,524, representing an increase of EUR 1.9 million compared with the previous year and EUR 1.1 million above plan. The result achieved at the EBITDA level (earnings before depreciation, provisions and taxes) is particularly encouraging, amounting to EUR 40 million and confirming the company\u2019s strong operational efficiency. Total operating revenue amounted to EUR 142 million.<\/p>\n\n
It is important to note that the result would have been significantly better had the company not been required to make provisions in connection with the loss of the court case in the \u201cMedojevi\u0107\u201d matter, in which joint and several liability applies. On this basis, CEDIS made provisions for half of the total liability, which had a direct impact on the final financial result. In this regard, the company also filed the relevant criminal complaints to protect its interests. Despite this, CEDIS maintained a high level of financial stability: its debt ratio in 2025 was 1.14, an improvement on 1.52 in 2024.<\/p>\n\n
In the area of investment, EUR 35.96 million was invested in 2025, approximately EUR 8.5 million more than in 2024. Work continued on 274 investment projects launched earlier, while a further 499 projects were launched or are in the preparation phase. Across the primary distribution network, EUR 6.4 million was invested through 76 projects in 35\/10 kV substations and 35 kV lines. Significant progress was also made in reducing distribution network losses, which amounted to 328 GWh in absolute terms, or 10.09% of the total energy received, bringing CEDIS considerably closer to the level of technical, or regulatorily justified, losses.<\/p>\n\n
A particular breakthrough was achieved in the reliability of supply. The SAIDI index decreased by 6.5%, or 1.67 hours per customer, while SAIFI decreased by 18%, or 3.78 interruptions per customer, making 2025 the second consecutive record-breaking year in terms of quality of supply. These results are a direct consequence of ongoing investment in network modernisation, the replacement of obsolete equipment, the construction of new facilities and the reconstruction of existing ones, as well as improved coordination of system operation and maintenance.<\/p>\n\n
The company is also seeing a steady increase in the number of customers: 11,256 new customers were connected in 2025, bringing the total to 456,812.<\/p>\n\n
Despite these results, CEDIS faces numerous challenges. The rapid development of tourism and accelerated construction require continuous network improvements and timely capacity planning, particularly during peak-load periods. Further challenges relate to the energy transition, the integration of renewable energy sources and the continued digitalisation of the system.<\/p>\n\n
In this context, the business plan for the next five-year period provides for investments exceeding EUR 250 million, aimed at further strengthening infrastructure, increasing reliability and improving the quality of services.<\/p>\n\n
These results confirm that CEDIS plays a key role in the stable operation of the energy system and is an important pillar of Montenegro\u2019s overall economic and sustainable development.<\/p>\n\n
