Recognising the importance of a safe and high-quality electricity supply for customers, CEDIS has earmarked significant funds in its investment plans to improve the electricity distribution system. In view of the current state of the electricity distribution network, CEDIS has set the achievement of ever-higher standards in the delivery of electricity to end users as a strategic objective.<\/p>\n\n
The planned projects are expected to deliver several positive outcomes\u2014increased capacity to connect new customers, improved voltage conditions, increased reliability and security of supply, and reduced electricity losses. As a result of preparatory activities, an intensive investment cycle in the electricity distribution network is planned for the period 2025\u20132029.<\/p>\n\n
The investment budget for the 2025\u20132029 period allocates over EUR 250 million for capital investment, of which approximately EUR 121 million will be financed through loans secured on favourable terms in cooperation with international financial institutions\u2014the European Bank for Reconstruction and Development, the World Bank, KfW Bank and the French Development Agency (AFD).<\/p>\n\n
These are four strategically important investment projects aimed at improving energy efficiency, modernising infrastructure and decarbonising Montenegro\u2019s electricity system.<\/p>\n\n
With the support of the European Bank for Reconstruction and Development (EBRD), CEDIS has taken a major step towards the digital transformation of the electricity distribution network through a loan worth EUR 35 million. This arrangement will fund the introduction of advanced SCADA and ADMS systems, as well as the procurement of state-of-the-art next-generation meters. Modernisation includes the implementation of a SCADA system, which enables remote control and real-time monitoring of the network, and an ADMS system, which optimises operations, enables faster responses to incidents and outages, and supports more efficient network management.<\/p>\n\n
In early December 2024, the World Bank\u2019s Board of Directors approved the project and a EUR 21 million credit line to implement the project for decarbonising Montenegro\u2019s energy sector. The project provides for the replacement of seven 35 kV switchgear installations at 110\/35 kV substations\u2014installations acquired from CGES in the previous period\u2014as well as the replacement of 37 old 35\/10 kV transformers with new units featuring reduced losses, in accordance with the requirements of the second phase of the Regulation on the Eco-design of Transformers. The loan agreement between the World Bank and the Ministry of Finance was signed in late December 2024, and the conditions for the loan to become effective were met on 14 February 2025. The technical specifications for replacing the old transformers are being prepared, and implementation of the project itself is expected to begin in the third quarter of 2025. The equipment acquired was in poor condition, partly due to the lengthy process of demarcation between CGES and CEDIS, which began in 2009.<\/p>\n\n
Over the past two years, in accordance with its legal obligation, CEDIS has acquired 16 installations from CGES at demarcation points, creating the conditions for this project to be implemented.<\/p>\n\n
The project to dismantle and replace old armoured substations with new ones, planned in cooperation with the German development bank KfW and valued at approximately EUR 30 million, will be implemented through a promotional loan backed by an EFSD+ guarantee, under the European Union initiative to promote sustainable development and green technologies. The focus is on installing new ECO DESIGN transformers, which help reduce energy losses during transmission, thereby lowering operating costs and increasing the overall efficiency of the electricity system.<\/p>\n\n
In partnership with the French Development Agency (AFD), an initiative has been launched to implement a project to reconstruct six 35 kV electrical installations and replace equipment in 250 10\/0.4 kV substations, with an estimated value of approximately EUR 35 million. The project includes reconstruction of the 35 kV installations in Cetinje, Herceg Novi and Danilovgrad, the 220\/110\/35 kV substations in Mojkovac and Podgorica 1, as well as the 400\/110\/35 kV substation in Ribarevine.<\/p>\n\n
Reconstruction of these installations is essential to maintaining the system\u2019s operational efficiency, long-term stability and security. In addition, the growing number of customers in residential buildings is increasing the need to modernise equipment and renovate substations.<\/p>\n\n
Through these projects, CEDIS reaffirms its commitment to the energy transition, more reliable supply to end users and alignment with the European Union\u2019s green policies.<\/p>\n","protected":false},"excerpt":{"rendered":"
