CEDIS is launching a comprehensive campaign to combat the unauthorised consumption of electricity across all Montenegrin municipalities. Specialised teams will inspect metering points in transformer station areas where discrepancies have been identified between the electricity supplied and the amount metered.<\/p>\n

\u201cUnauthorised consumption of electricity primarily reduces the security and quality of supply. As a result of the illegal actions of irresponsible individuals, supply problems may arise for those who are legally connected and regularly pay their electricity bills. The rights of our customers and bringing all activities on the distribution network within the legal framework are the central motivations behind this campaign, which we will carry out vigorously and consistently\u201d, <\/em>said the Head of the Operations Directorate, Vladimir Ivanovi\u0107.<\/strong><\/p>\n

CEDIS has state-of-the-art equipment for detecting unauthorised activities at metering points, while field operations are carried out by expert teams with many years of experience, familiar with all forms of unauthorised electricity consumption and detailed information about consumption patterns, particularly in problem areas.<\/p>\n

\u201cIn addition, CEDIS has launched a number of projects in recent years, with an emphasis on the Electronic Meter Installation Project. As a result, electricity losses, which stood at 20.13 per cent in 2012, had fallen to 12.93 per cent by 2020. However, the financial damage to CEDIS remains high. Although these losses are not passed on to consumers\u2019 bills, they burden the Company\u2019s operations and investment activity and may adversely affect the long-term sustainability of discounts reserved for customers who pay their bills regularly\u201d, <\/em>said Ivanovi\u0107.<\/p>\n

The Energy Law prohibits the unauthorised use of electricity and requires CEDIS, if it establishes that electricity has been stolen, to suspend supply to the customer without prior warning. Further action is prescribed by the Rules on the Procedure for Detecting, Establishing and Preventing the Unauthorised Use of Electricity and the Methodology for Calculating and Billing Unauthorised Electricity Consumption. Since 2016, a total of approximately 86 million kWh of unauthorised electricity consumption, worth \u20ac8.7 million, has been billed, of which around 70 per cent has been collected.<\/p>\n

In recent years, a significant number of customers have reported unauthorised consumption through CEDIS customer services. For this reason, a dedicated email address has also been set up: neovlascenapotrosnja@cedis.me<\/a>. Customers can use it to anonymously request an inspection of a metering point if they suspect unauthorised consumption.<\/p>\n

Under the applicable regulations, the unauthorised use of electricity includes: connecting to the electricity distribution system or another customer\u2019s installation without authorisation; consuming electricity without a metering device or bypassing one; unauthorised interventions on metering devices that prevent the accurate recording of electricity consumed; reconnecting without authorisation after supply has been suspended due to unauthorised consumption or non-payment of electricity bills; and using electricity after the termination or expiry of a grid connection agreement or electricity supply agreement.<\/p>\n

In the coming period, as it has done to date, CEDIS will continue to implement modern technologies as part of its investment plan in order to simplify and improve the analysis of data collected from metering points and enable more precise identification of losses on the distribution network. Plans also include expanding Phase III of the Remote Meter Reading Project (AMM) and procuring an IT system for managing data from metering points.<\/p>\n","protected":false},"excerpt":{"rendered":"
