Call for Bids for the Sale of Vehicles by Auction

Pursuant to the Decision of the CEDIS Executive Director No. 10-10-25108 of 29.08.2025, CEDIS d.o.o. hereby announces

CALL FOR BIDS FOR THE SALE OF VEHICLES BY WRITTEN AUCTION

1. LIST OF CEDIS motor vehicles for sale by auction

The vehicles may be inspected at the Maintenance Sector yard, Bulevar Stanka Radonjića bb, Podgorica, between 8:00 and 14:00 on every working day from 01.10.2025 to 07.10.2025. All necessary notices and information may be obtained by calling 068/029-106. Contact person: Miroslav Stanišić.

2. The vehicles in question are unregistered and are sold as seen, with no right to make a subsequent claim.

3. All legal entities and natural persons who:

• submit a written bid by the deadline;
• pay a deposit of 10% (i.e. €754.50) of the starting price of the vehicle(s) on which they are bidding. The bid price covers all vehicles offered for auction. – Bidding on individual vehicles is not permitted. The deposit referred to in paragraph 3 of this call must be paid into the bank account of the “Crnogorski elektrodistributivni sistem”, Podgorica, No. 565-8454-42, held with Lovćen Bank, stating that the payment is a deposit for the auction of decommissioned vehicles pursuant to call No. 10-10-27655 of 29.09.2025.

4. The following documents must also be attached to the bid, with the relevant details clearly specified:

• For legal entities:
• Name and registered office of the legal entity;
• Registration number of the legal entity;
• Extract from the CRPS;
• First and last name of the authorised representative;
• Account number and name of the bank to which the deposit is to be refunded;
• Proof of payment of the deposit.

• For natural persons:
• First and last name;
• Residential address and city;
• Mobile/landline telephone number;
• Account number and name of the bank to which the deposit is to be refunded;
• Proof of payment of the deposit.

5. The bid price is exclusive of VAT.

VAT at the rate of 21% will be added to goods vehicles acquired in 2003 or later, as they are subject to the VAT Law. All other vehicles are subject to the Law on Tax on the Sale of Used Motor Vehicles, Vessels, Aircraft and Flying Objects, and no VAT will be added to their price. The starting price of the vehicles is exclusive of VAT.

6. Bids must be submitted in a sealed envelope, either in person or by post, to the registry office of the “Crnogorski elektrodistributivni sistem”, Podgorica, at 12 Ivana Milutinovića Street, 81000 Podgorica, marked “Vehicle Auction pursuant to Call No. 10-10-27655”, “Do not open before the public opening of bids” and “For the attention of Predrag Ivović, Chair of the Commission”.

The bidder’s basic details (name and address) must be stated on the back of the envelope.

7. The deadline for submitting bids is October 2025 at 9:00.

Bids delivered or received by post at the CEDIS registry office after the above deadline, as well as incomplete bids, will not be considered.

The bids will be opened in the presence of any bidders who wish to attend on 08.10.2025 at 10:00 at the Seller’s business premises at 12 Ivana Milutinovića Street, Podgorica.

Representatives of legal entities bidding must submit written authorisation to participate in the auction and present an identity document.

A natural person bidding must attend the opening of bids with their identity card. If another person attends the opening on their behalf, that person must have written authorisation from the bidder to participate in the auction and opening of bids, certified by the competent authority.

9. The award criterion for the sale of the vehicles is the highest bid, which may not be lower than the starting sale price.

10. If two or more bidders submit the same price, bidding will take place on the spot.

11. The bidder offering the highest price will be declared the buyer, and the deposit paid will be credited towards the purchase price. Deposits paid by unsuccessful bidders will be refunded within 8 days of the public auction.

12. The successful bidder must conclude a Sale and Purchase Agreement within 7 (seven) days of the public auction.

13. The buyer must pay the purchase price within 3 days of concluding the agreement.

14. If the successful bidder withdraws from concluding the sale and purchase agreement or fails to pay the purchase price within the prescribed period, they will forfeit the right to a refund of the deposit.

15. The auctioned vehicles may be collected after payment of the purchase price. The buyer must collect the vehicles within 30 days of paying the purchase price. If the buyer fails to collect the purchased vehicles within this period, they will be deemed to have withdrawn from the purchase. The vehicles will remain the property of the “Crnogorski elektrodistributivni sistem”, Podgorica, and in that case the “Crnogorski elektrodistributivni sistem”, Podgorica, will have no further obligations to the buyer.

16. The Seller provides no warranties regarding the condition, functionality, appearance or quality of the vehicles offered for auction, or regarding any hidden or other defects.

17. The buyer shall bear the costs of transport, transfer of ownership and taxes.

18. The “Crnogorski elektrodistributivni sistem”, Podgorica, reserves the right not to award the contract to any bidder and to repeat the public bidding procedure if the Commission for the Evaluation of Bids determines that none of the bids reflects the assessed value of the vehicles offered for public auction.
