Issuance of Conditions for the Preparation of Technical Documentation
1. At the request of the competent administrative authority or competent local government authority, CEDIS will issue technical conditions for connection to the distribution system, which will form an integral part of the urban-technical conditions.
2. The request must be accompanied by information on the technical and technological characteristics of the facility, power requirements (information on simultaneous peak power and the number of metering points for the facility in question), the facility location, and other information relevant to the preparation of technical conditions for connection to the distribution system.
3. If the request is complete, CEDIS will issue, in the form of an official letter, the “Technical Conditions for Connection to the Distribution System”, which will define, among other things, the connection point for the connection infrastructure and the connection point, i.e. the metering point.
4. If the request is incomplete, CEDIS will request additional documentation and, once it has been provided, issue the requested conditions; otherwise, the request will be rejected.
Issuance of an Opinion on the Main Project
1. At the request of the project reviewer, CEDIS will issue an opinion on the main project.
2. If the main project has been prepared in accordance with the technical conditions for connection to the distribution system issued by CEDIS, technical regulations, and CEDIS recommendations, CEDIS will issue a positive opinion on the main project in the form of an official letter.
3. If the main project has not been prepared in accordance with the technical conditions for connection to the distribution system issued by CEDIS, technical regulations, and CEDIS recommendations, CEDIS will issue a negative opinion on the main project in the form of an official letter and indicate the deficiencies that need to be remedied.
Conclusion of a Contract for the Construction of Connection Infrastructure and Connection
A contract for the construction of connection infrastructure and connection is concluded for: new and reconstructed facilities, temporary and auxiliary structures, changes to the electricity consumption category, changes to connection capacity, consolidation of multiple metering points into one, division of one metering point into multiple metering points, changes to the connection type—single-phase/three-phase, and changes to the conditions of electricity use if these changes concern the connection of special devices or backup power devices, reactive energy compensation devices, or other similar devices that significantly change the impact of the user’s facility on the distribution system or endanger the safety and security of property, persons, or construction sites.
1. The request for conclusion of a contract for the construction of connection infrastructure and connection must be submitted using the form prescribed by CEDIS. The documentation specified in the REQUEST must be attached.
2. After reviewing the submitted documentation and the energy and technical conditions at the connection point, CEDIS will provide the applicant with a draft contract and explain the procedure for concluding it, as well as the option to have the connection infrastructure built by CEDIS or by the applicant.
3. Depending on who builds the connection infrastructure, CEDIS and the applicant will conclude:
- A Contract for the Construction of Connection Infrastructure and Connection (if the applicant builds the connection infrastructure).
- A Contract for the Construction of Connection Infrastructure and Connection (if CEDIS builds the connection infrastructure).
4. If, when processing a complete and valid request for conclusion of a contract for the construction of connection infrastructure and connection, CEDIS determines that there are technical constraints in the distribution system, understood as a lack of spatial planning prerequisites, it will notify the applicant that the request has been rejected.
Connection of the Applicant’s Facility
1. After completion of the connection infrastructure and internal installations, and the performance of measurements and tests that can be carried out without connection to the distribution system, the applicant must notify CEDIS that the contractual obligations have been fulfilled, using the FORM prescribed by CEDIS.
2. If the connection infrastructure and metering point meet the conditions set out in the contract for the construction of connection infrastructure and connection, CEDIS will, following a positive internal technical inspection report, connect the service connection, install the meter, seal the metering point, and prepare a notification confirming fulfilment of contractual obligations for the purpose of concluding a Supply Contract using the prescribed form. Through this notification, CEDIS informs the applicant—the user—that they may conclude a supply contract with their chosen supplier.
3. The supplier must inform CEDIS that a supply contract has been signed with the applicant, and CEDIS must connect the applicant’s facility within 7 days of receiving notification from the supplier.
4. Within 7 days of connection, the applicant must submit to CEDIS a report (technical assessment) from an authorized organization confirming that the user’s installations meet the technical requirements necessary to ensure the safety of people and property. If the applicant does not submit the report (technical assessment) within the prescribed period, CEDIS will suspend the electricity supply.
Step I
Issuance of Conditions for the Development of Technical Documentation
- Upon request from the competent administrative authority or local government body, CEDIS will issue technical conditions for connection to the distribution system, which will be an integral part of the urban-technical conditions.
- The request must be accompanied by data on the following: technical and technological characteristics of the facility, power requirements (information on simultaneous peak power and the number of metering points for the respective facility), facility location, and other relevant data necessary for the preparation of technical conditions for connection to the distribution system.
- If the request is complete, CEDIS will issue a formal document titled “Technical Conditions for Connection to the Distribution System”, which will define, among other things, the connection point for the infrastructure and the metering point.
- If the request is incomplete, CEDIS will request additional documentation. If the required documents are provided, CEDIS will issue the requested conditions; otherwise, the request will be rejected.
Step II
Issuance of an Opinion on the Main Project
- At the request of the project reviewer, CEDIS will issue an opinion on the main project.
- If the main project complies with the technical conditions for connection issued by CEDIS, as well as technical regulations and CEDIS recommendations, CEDIS will issue a positive opinion in the form of an official letter.
- If the main project does not comply with the technical conditions for connection, technical regulations, or CEDIS recommendations, CEDIS will issue a negative opinion, highlighting the deficiencies that need to be addressed.
Step III
Conclusion of a Contract for the Construction of Connection Infrastructure and Connection
A contract for the construction of connection infrastructure and connection is concluded for:
- New and reconstructed buildings
- Temporary and auxiliary structures
- Change in electricity consumption category
- Changes in connection power
- Merging multiple metering points into one
- Dividing a single metering point into multiple metering points
- Changing the connection type (single-phase/three-phase)
- Changes in electricity usage conditions, particularly for special devices, backup power systems, reactive energy compensation devices, or other equipment that significantly affects the distribution system or compromises safety.
- The request for concluding the contract must be submitted using the form prescribed by CEDIS, along with the required documentation specified in the request form. (LINK)
- After reviewing the submitted documentation and assessing the technical and energy conditions at the connection site, CEDIS will provide the applicant with a draft contract and explain the conclusion process. The applicant will also be informed of the option to have the connection infrastructure built either by CEDIS or by themselves.
- Depending on the party responsible for the construction, CEDIS and the applicant will conclude one of the following contracts:
- Contract for the construction of connection infrastructure and connection (if the applicant constructs the infrastructure).
- Contract for the construction of connection infrastructure and connection (if CEDIS constructs the infrastructure).
- If, after evaluating a complete and valid request, CEDIS determines that there are technical constraints in the distribution system (such as a lack of spatial planning prerequisites), the applicant will be notified of the rejection of the request.
Step IV
Connection of the Applicant’s Facility
- After the completion of the connection infrastructure, internal installations, and necessary measurements and tests (which can be conducted without connecting to the distribution system), the applicant must notify CEDIS of the fulfillment of contractual obligations using the prescribed form. - If the connection infrastructure and metering point comply with the contract conditions, CEDIS will, after a positive internal technical inspection report, proceed with:
- Connecting the facility to the distribution system
- Installing the electricity meter
- Sealing the metering point
- Issuing a notification on the fulfillment of contractual obligations for the purpose of concluding a Supply Contract with the selected electricity supplier.
- The electricity supplier is obligated to inform CEDIS once the supply contract has been signed with the applicant. CEDIS must connect the facility within seven (7) days of receiving this notification.
- The applicant must submit a Technical Report from an authorized organization confirming that the system installations meet the required safety standards within seven (7) days of connection. If the applicant fails to do so, CEDIS will suspend the electricity supply.
