Response to the letter sent to Executive Director Čađenović by Jelena Vujičić

Dear Ms Vujičić,

As a responsible company, the Montenegrin Electricity Distribution System (CEDIS) takes care of every one of its customers. Your communications to the Company have not gone unanswered: the competent departments responded to them in a timely manner, and subsequently we worked intensively to find an optimal solution to improve the electricity supply, as well as to build the “Vrela” pole-mounted substation, at a cost of over EUR 44,000.

Aware of the problems faced by customers supplied from the 10 kV “Lepenac-Žari” overhead line, CEDIS worked intensively from February to December 2022 to refurbish the line and provide a higher-quality and more stable electricity supply to customers in the Vrela area of Mojkovac. A total of 101 poles were replaced on the line, and the works cost over EUR 190,000.

In addition, by the end of the year, in accordance with plans established in advance, CEDIS will prepare a technical solution and submit a request to the Municipality of Mojkovac to designate a location for the “Vrela” pole-mounted substation. Specifically, where no planning documentation exists for an area, the local government adopts a decision designating a location for a local facility of general interest. Adoption of this decision is a prerequisite for initiating any activity. Once the Municipality has designated the location, we will begin the process of resolving property and legal matters and launching a tender procedure for construction of the substation. After these procedures have been completed, work on construction of the facility will commence.

I would like to note that CEDIS is required to conduct procedures in accordance with the applicable regulations. Therefore, the time required to resolve property and legal matters and conduct public procurement procedures will not depend on the Company, but on the entities participating in them.

Finally, I assure you that if this situation depended solely on CEDIS and me, it would have been resolved much sooner. However, the timing in situations such as this depends on a number of factors outside our remit. Nevertheless, I would like to assure you and all customers that in such situations we will do everything within CEDIS’s remit to resolve power supply problems as quickly as possible.

Vladimir Čađenović

CEDIS Executive Director
