APPEAL – REQUEST THE CADASTRE OF UNDERGROUND ELECTRICAL INSTALLATIONS BEFORE STARTING WORKS

In Podgorica and Herceg Novi, two power supply interruptions occurred on Monday, 30 September, caused by cables being severed during works carried out by third parties.

The first incident occurred in the Gornja Gorica area, where a third party damaged the 10 kV Radoje Dakić 2 cable from the 110/10 kV Podgorica 4 substation during works. The cable is located between the Donja Gorica 2 and Donja Gorica 5 transformer stations.

As a result, parts of Gornja Gorica—Miloja Pavlovića and Sitnička streets—as well as parts of Donja Gorica—Lješkopoljska, Berska and Dr Anta Gvozdenovića streets—were without electricity for around two hours.

The second cable damage occurred in the coastal region, specifically in the Municipality of Herceg Novi, where at around 11:00 a 35 kV cable section between the 35/10 kV Kumbor substation and the 110/35 kV Herceg Novi substation tripped. Kumbor, Klinci, Baošići and Bijela were left without power. When CEDIS crews arrived at the site, they found that the cable had been damaged by an unidentified person during construction works. Customers were supplied normally via an alternative route, through the 35 kV overhead line from the 35/10 kV Morinj substation, one hour after the interruption occurred. Operational crews from the “20 kV and 35 kV Maintenance Sector” began repairs to the damaged cable section at a location near the 35/10 kV Kumbor substation. The works were completed at 20:56, when this section was returned to service. As before, we call on investors and contractors to act more responsibly and to contact CEDIS before starting construction works to obtain the cadastre of underground installations.

These incidents could be avoided if investors followed the applicable procedures and requested from CEDIS a plan of the installations and the presence of a Company specialist crew before starting work. We therefore once again urge everyone planning to undertake construction works to do so. We emphasise that there is no charge for the installations cadastre. Investors responsible for damage to the network will also be required to pay for all resulting damage. Interruptions lasting several hours cause problems for customers and losses for our Company.

We have also frequently informed the public in recent times about the problems caused by irresponsible investors who sever underground cables while carrying out construction works, resulting in network failures and interruptions to customers’ power supply. We repeat our appeal: request the cadastre of underground electrical installations from CEDIS when planning and starting construction works.
