A recent expert training session for court-appointed experts in Montenegro in the fields of energy, agriculture, civil engineering and fire safety was held at the Training Centre of the Montenegrin Electricity Distribution System (CEDIS). The event brought together court-appointed experts, representatives of CEDIS and other relevant institutions.
CEDIS was represented at the event by panelists Dragan Cicmil, Head of the Control Centre; Nikola Živković, Head of the Region 2 Maintenance Service (Podgorica, Cetinje, Danilovgrad, Zeta, Tuzi); and Danilo Čabarkapa, Head of the Metering Centre in the Operations Directorate. The Legal Affairs Sector was represented by panelists Ana Milutinović, Head of the Legal Practice Service; Aldijana Kajević, Legal Practice Specialist; and Vuk Stanović, Legal Practice Officer. The importance of transparency and consistency in the work of all parties involved in expert assessment proceedings was emphasised, given the frequency of court cases in which CEDIS is one of the parties.
Three key topics were addressed during the training:
Unauthorised consumption of electricity – issues in applying the Methodology were presented, along with proposals to standardise calculations and improve clarity in practice.
Overvoltages and disturbances in the electricity distribution network – the importance of accurately establishing causal links was emphasised, particularly in cases that may result in material damage or dangerous incidents.
Expert assessment of overhead power lines – technical challenges, access to infrastructure, expropriation issues and the need to align technical, urban planning and legislative requirements were discussed.
Participants agreed on the need to:
- standardise procedures across all areas of expert assessment,
- strengthen cooperation between experts, power sector institutions and the judiciary,
- clarify the interpretation of regulations,
- increase transparency and ensure consistent application of methodologies in court proceedings.
The training was successfully completed, with the active participation of everyone present. The recommendations adopted will provide a basis for the further development of professional and objective expert assessment in the electricity distribution sector.
