To accommodate the many upcoming cultural events to be held in outdoor public spaces in all municipalities across our country, an electricity supply connection must be provided. To this end, all municipalities should submit the primary locations where these events will take place and apply for consent to connect at those locations. CEDIS needs this information in order to identify the best solutions for connecting the locations provided to the electricity distribution system, in accordance with technical capabilities. On the basis of this solution and the municipality’s application, the required documentation would be obtained to register the relevant local self-government as a customer in the CEDIS database for the corresponding metering point and, ultimately, to provide a permanent connection. The connection provided in this way would be used to supply electricity to cultural and other temporary events authorised by the local self-government.
The conditions, method and procedure for obtaining CEDIS consent for a permanent connection (metering point) to supply electricity to the temporary events in question are set out in the Procedure for Issuing Decisions on Consent to Connect and Concluding Agreements for Connection to the Electricity Distribution System.
Accordingly, under the aforementioned Procedure, in order for a decision granting consent to connect to be issued to the customer, that is, the relevant local self-government, and for an agreement for connection to the electricity distribution system to be concluded with it, the customer must first submit an application, or complete one at the competent Network Access Service on any working day during public service hours, from 8:30 to 10:30, at the following locations:
| Region | Street and number | Contact person and telephone number |

– Approval or consent from the competent authority for the installation of the connection in question, or an act issued by the competent authority confirming that consent or approval is not required
– A design prepared by an authorised organisation (single-line diagram with a power balance). In this regard, attention should be drawn to Article 49, paragraphs 2 and 3, of the Rules for the Functioning of the Electricity Distribution System, which stipulate that the following customers are subject to power measurement:
- customers connected at the 35 kV voltage level
- customers connected at the 10 kV voltage level
- customers connected at the 0.4 kV low-voltage level with approved connection capacity exceeding 34.5 kW.
- Customers not subject to power measurement:
- customers connected at the 0.4 kV voltage level with approved connection capacity of 34.5 kW or less;
– An official document containing the local self-government’s tax identification number (PIB) and bank account details;
– Authorisation of the representative, where the application is submitted by an authorised representative.
Based on experience gained over the preceding period, we wish to emphasise and ask in particular that the required capacity and energy at the planned locations be carefully assessed, and that consideration also be given to ensuring this is a long-term solution.
The application must be submitted no later than 20 days before the event.
