Pursuant to the Law on Waste Management (“Official Gazette of Montenegro” No. 034/24 and 092/24) and the Decision on Waste Disposal No. 10-00-23061/1 of 01.08.2025, Crnogorski elektrodistributivni sistem d.o.o. Podgorica hereby publishes
PUBLIC CALL
for participation in the waste management procedure by means of collecting offers
The subject of this public call is the provision of hazardous and non-hazardous waste management services, namely the handover of the waste specified in Specification No. 90-00-23061 of 01.08.2025, with the aim of concluding a contract with an authorised operator, the most favourable tenderer.
The contract with the selected Tenderer shall be concluded for a period of one year.
The waste in question shall be handed over in its existing condition, solely as waste, with no right to subsequently make claims regarding the quality or other characteristics of the waste.

Legal entities and entrepreneurs registered to conduct the activity that is the subject of this procedure are entitled to participate.
The Tenderer must submit the following with the offer:
- Proof of registration with the Central Registry of Business Entities;
- Proof (permit/registration in the register) that the tenderer is authorised to collect, transport, recover and/or dispose of waste, issued pursuant to Articles 37, 42 and 45 of the Law on Waste Management (“Official Gazette of Montenegro” No. 034/24, 092/24); or
- Proof (permit/registration in the register) that the tenderer is authorised to collect and transport waste pursuant to Articles 42 and 45 of the Law on Waste Management (“Official Gazette of Montenegro” No. 034/24, 092/24), and a contract with an authorised domestic legal entity for recovery and/or disposal. Instead of a contract with an authorised domestic legal entity for recovery and/or disposal of waste, the tenderer may submit the following proof: an export permit/licence, in accordance with the Law on Waste Management (“Official Gazette of Montenegro” No. 034/24, 092/24), and a contract with an authorised foreign entity holding a licence/permit for recovery.
- Proof that the tenderer is entered in the register of waste traders and brokers who take waste into their physical possession pursuant to Article 48 of the Law on Waste Management (“Official Gazette of Montenegro” No. 034/24, 092/24), and a contract with an authorised domestic legal entity for the collection, transport and recovery, i.e. final disposal, of waste, and an export permit in accordance with the Law on Waste Management (“Official Gazette of Montenegro” No. 034/24, 092/24). Instead of a contract with an authorised domestic legal entity for recovery and/or disposal of waste, the tenderer may submit the following proof: an export permit/licence, in accordance with the Law on Waste Management (“Official Gazette of Montenegro” No. 034/24, 092/24), and a contract with an authorised foreign entity holding a licence/permit for recovery, or a contract with an authorised foreign entity holding a licence/permit for collection, transport and recovery.
Documents must be submitted in the original or as certified copies, issued no more than 6 months prior.
The offer shall remain valid for 60 days from the date of the public opening of offers.
The waste is located on CEDIS business premises throughout the territory of Montenegro.
The waste in question shall be handed over, i.e. collected, in stages during the term of the Contract, in response to separate Requests for Waste Handover, depending on the Contracting Authority’s actual needs and the quantities of waste generated, within the time limits to be defined in the Contract.
The Tenderer shall pay the fee for the actual quantity collected in response to a separate Request for Waste Handover within 1 working day of the invoice being issued by the Contracting Authority.
The actual quantities of waste shall be determined during collection by weighing at an authorised organisation at the nearest location where the waste in question is collected, in the mandatory presence of representatives of CEDIS and the Tenderer.
The costs of transport, loading, unloading, weighing, labour, machinery and temporary storage shall be borne by the waste operator, the selected Tenderer.
The same tenderer may submit an offer for one or more lots. If a tenderer submits an offer for more than one lot, a separate envelope must be submitted for each lot.
The criterion for selecting the most favourable offer is:
- Highest offered price…. 80 points
- Response time to a request for waste disposal….10 points
- Authorisation of a legal entity to implement preventive measures and measures to remediate environmental damage pursuant to Article 29 of the Law on Environmental Damage Liability (“Official Gazette of Montenegro”, No. 27/14) and the Rulebook on the staffing and equipment requirements for a legal entity implementing preventive measures and measures to remediate environmental damage (“Official Gazette of Montenegro”, No. 048/16 of 01.08.2016)……………………………………………………….10 points,
- The Contracting Authority has opted to evaluate offers based on the price-quality ratio. Evaluation shall be carried out according to the following sub-criteria:

- Total points = points for the offered price (C) + points for quality (K1) + points for quality (K2)
- The price sub-criterion (C) shall be evaluated as follows:
- A maximum of 80 points shall be awarded for selecting the most favourable offer using the highest offered price parameter. The offered prices submitted by tenderers whose offers are compliant shall be used as the basis for evaluation. The maximum number of points under this parameter shall be awarded to the tenderer offering the highest price, while the other offers shall be awarded points under this parameter proportionally to the highest offered price, according to the following formula:
- Number of points (C) = (offered price excluding VAT / highest offered price excluding VAT) × 80
- The quality parameter (K1) is expressed as the response time to a request for waste removal. The maximum expected response time, i.e. the time to remove waste from the moment the request for waste removal is sent, is 240 hours.
- Number of points (K1) = (shortest offered time (h) / offered time (h)) × 10
- The quality parameter (K2) is assessed based on proof confirming the authorisation of a legal entity to implement preventive measures and measures to remediate environmental damage.
- Number of points (K2) = {0 or 1} × 10.
- {1 point is awarded for submitting the authorisation, while 0 points are awarded if the authorisation is not submitted.}
The quality parameter is assessed based on proof confirming the authorisation of a legal entity to implement preventive measures and measures to remediate environmental damage pursuant to Article 29 of the Law on Environmental Damage Liability (“Official Gazette of Montenegro”, No. 27/14) and the Rulebook on the staffing and equipment requirements for a legal entity implementing preventive measures and measures to remediate environmental damage (“Official Gazette of Montenegro”, No. 048/16 of 01.08.2016).
The offer price for Lot 1 shall be stated in €/kg (unit price €/kg for each type of waste, and the total price for the estimated quantities), with VAT stated separately. Unit prices shall remain unchanged for the duration of the Contract.
The offer prices for Lot 2 and Lot 3 shall be stated in €/kg as unit prices. Unit prices shall remain unchanged for the duration of the Contract.
For Lot 1, the estimated quantities are set out in the following table:

For the purposes of this Public Call, waste management services mean the recovery and/or disposal of non-hazardous and hazardous waste (end-of-life vehicles) in Montenegro, or the export of such waste for disposal outside Montenegro (to countries with appropriate facilities for waste that cannot be treated in Montenegro).
Offers must be submitted in a sealed envelope marked: Protection System Sector, “DO NOT OPEN before the official session of the Offer Opening Committee”, quoting Public Call No. 90-00-23143 of 01.08.2025 for submission of an offer.
The envelope must state the tenderer’s basic details: name and registered office.
Offers must be submitted to: Crnogorski elektrodistributivni sistem d.o.o. Podgorica – Protection System Sector, 12 Ivana Milutinovića Street, 81 000 Podgorica, or delivered directly to the archives of Crnogorski elektrodistributivni sistem d.o.o. Podgorica by 10:00 on 11.08.2025.
The public opening of offers will be held at 11:00 on 11.08.2025 at the premises of Crnogorski elektrodistributivni sistem d.o.o. Podgorica, 4. Jul Street, bb.
Representatives of tenderers wishing to attend the public opening of offers must bring written authorisation and an identity card/passport.
Offers submitted after the stated deadline, as well as incomplete and/or unsealed offers, will not be considered.
The Commission for Conducting the Waste Management Procedure shall decide on the selection of the most favourable offer no later than 30 (thirty) days from the date of the opening of offers.
The selected tenderer must conclude a Contract for the Management of Non-Hazardous and Hazardous Waste (End-of-Life Vehicles), which shall regulate the mutual rights and obligations of the contracting parties, within 7 (seven) days of receipt of the Decision on the Selection of the Most Favourable Tenderer.
Upon signing the contract, the selected Tenderer undertakes to provide CEDIS d.o.o. with an irrevocable, unconditional, unconditional-on-objection and payable-on-first-demand bank guarantee for the amount of the value offered under the Contract, as security for due performance. The guarantee shall enter into force on the date of issue and remain valid for 40 (forty) days beyond the deadline for performance of the contract.
During performance of the contract, the selected Tenderer is required to comply with all occupational health and safety and environmental protection measures so as to prevent risks to employees’ health and the environment during the collection of the waste in question.
If the selected Tenderer fails to conclude the Contract for the Management of Non-Hazardous and Hazardous Waste (End-of-Life Vehicles) or provide the bank guarantee within the stated period, it shall be deemed to have withdrawn its offer to collect the waste in question.
If the selected Tenderer withdraws its offer to collect the waste, or if the contract is terminated due to failure to fulfil its obligations, the Contract may be concluded with the next most favourable tenderer.
Crnogorski elektrodistributivni sistem d.o.o. Podgorica reserves the right not to select the most favourable offer. If it decides not to select the most favourable tenderer, no legal or natural person shall be entitled to claim compensation for damages or costs incurred as a direct or indirect consequence of participating in the public call.
