We categorically reject the information presented in the article “CEDIS rigs tender for Vojin Lazarević” as false, unfounded and malicious, including the false allegations that the tender specifications were tailored to any potential bidder.
The tender documentation for the procedure “AMM Project – Expansion of Phase Three – Electricity Meters – Works and Equipment Supply” was prepared contrary to the claims made in the article and is non-discriminatory towards all potential participants. We recall that the previous tender for the procurement of meters was annulled by a decision of the CEDIS Board of Directors, at the request of the Ministry of Capital Investments, because it was precisely the details related to that procedure that indicated possible adjustments to the tender requirements for certain participants. Following the annulment by the Board, the new management, in order to achieve greater openness throughout the process and prepare adequate technical specifications, invited all potential bidders and enabled everyone who expressed interest to present their meters and equipment. Only after these activities were completed were the technical specifications prepared and the tender published, enabling all potential bidders interested in the Montenegrin market to participate.
Potential bidders are currently submitting questions and requests for clarification and amendments to the tender documentation. The tender commission will respond to these requests publicly and with full transparency, in accordance with the Public Procurement Law. We also publicly invite anyone who believes that any part of the tender documentation is irregular to bring this to the attention of CEDIS management. We assure the public that we will not yield to pressure, including media pressure. This procedure will be conducted precisely because it enables all bidders interested in this public procurement procedure—which is of great importance to Montenegro’s electricity system—to compete on equal terms on the basis of quality and price.
