Work Begins Today on the AMM Project – Expansion of Phase III

The Montenegrin Electricity Distribution System (CEDIS) today began work on the implementation of the expanded Phase III of the Electricity Consumption Metering Modernisation Project (AMM). The project provides for the relocation and installation of 20,000 new meters.

Following the successful completion of Phases I, II and III of the AMM project, during which more than 338,000 “smart” meters were installed, CEDIS launched a public procurement procedure in 2021 to improve the metering system: AMM Project – Expansion of Phase III – Electricity Meters: Lot 1 – Works and Lot 2 – Equipment Supply.

The works contract was signed with the MEZON-REGIOCOM consortium, after which activities commenced. In addition to the approved procedures, the Dynamic Works Schedule and the Inspection Plan, 4,759 inspections have been carried out to date across 90 transformer areas, covering 4,759 customers.

At this stage, unlike the previous phases, when this was the contractor’s responsibility, CEDIS will reconstruct the low-voltage networks using its own resources. Thus, in addition to meter installation, the project involves the reconstruction of metering points, the installation of new cabinets and bringing the associated network up to a condition suitable for supporting modern remote electricity consumption metering technology. This also ensures additional safety at metering points and for customers, while the project’s benefits have a significant positive impact on the entire distribution system by increasing the reliability and security of electricity supply. The new remote electricity consumption metering system has also significantly improved measurement accuracy, while the possibility of human error when reading meters has been reduced to a minimum.

The new meters enable automated, simpler and faster consumption metering, improving control over electricity delivery and consumption and enabling monitoring of voltage levels on the electricity distribution network. Customers can also obtain an accurate view of their current consumption.

The implementation of this strategically important project for CEDIS has helped transform the electricity distribution network into a modern, more energy-efficient system.
