Public Call No. 1/2025 for Leasing Premises through Collection of Offers

PUBLIC CALL No. 1/2025

for leasing premises through collection of offers

I-  Subject of the public call is the leasing of premises measuring 91.1 m2 in building No. 1, listed in the Real Estate Register under No. 194, Cadastral Municipality Podgorica I, on cadastral plot No. 1265, located in the Administrative Building of Crnogorski elektrodistributivni sistem d.o.o. Podgorica and consisting of a kitchen area of 18.05 m2 and a restaurant area of 73.05 m2.

II– Minimum rent per month amounts to EUR 181.50, including VAT (EUR 1.99/m² ).

III- The premises are leased for a period of 1 (one) year, with the possibility of extension.

IV- The premises are leased exclusively for the purpose of carrying out catering activities, with the concept of preparing and serving food and beverages in the CEDIS Administrative Building and the Centre Substation Building (closed facility). The menu must include the following food and beverages:

The bidder must state in its offer the price for each menu item, as well as the total price of the menu.

Issuing fiscal receipts is mandatory. The lessee must provide for payment for the services concerned in cash, by payment card and by bank transfer. The lessee must engage at least 2 persons to provide these services, including at least one person in the kitchen and at least one waiter/waitress. All personnel must wear uniforms. The buffet opening hours are 07:00 to 15:00 on all working days, except public holidays when CEDIS is closed. All electricity and water consumed for the buffet’s needs shall be borne by Crnogorski elektrodistributivni sistem d.o.o. Podgorica. The lessee is obliged to regularly maintain the leased premises. The lessee must dispose of waste only after working hours (after 15:00). The premises consist of a kitchen and a restaurant area, fully equipped with all equipment and inventory necessary for operating the buffet. Serving alcohol and playing loud music are strictly prohibited. A “closed” buffet means that food and beverages are served only to employees in the CEDIS Administrative Building and the Centre Substation Building. If the lessee has a delivery vehicle, it may deliver food and beverages outside the CEDIS Administrative Building and the Centre Substation Building. Priority must be given to employees in the CEDIS Administrative Building and the Centre Substation Building. The lessee shall bear the costs of maintaining the premises and repairing equipment and inventory.

Upon expiry of the lease period, the lessee must return the premises to Crnogorski elektrodistributivni sistem d.o.o. Podgorica in the condition in which they were received. The lessee must compensate for any damage caused.

Until the end of the contract, the lessee must provide the services at the prices stated in the submitted menu.

V- Offers, together with proof of payment of the deposit, must be submitted in a sealed envelope to Crnogorski elektrodistributivni sistem d.o.o. Podgorica – Ivana Milutinovića No. 12, Podgorica, marked “Collection of offers under the Public Call – Do not open”, no later than 30 July 2025, by 10:00.

The offer must contain:

– the bidder’s exact name and address,

– the offered rent for the premises, expressed in euros including VAT, for a one-month period,

– the offered menu price (individual prices for each menu item, as well as the total menu price);

– the bank account number to which the deposit is to be returned,

– the seal and signature of an authorised representative of the company or other legal entity, or the bidder’s signature in the case of an individual,

Participants in the procedure must provide, as a participation guarantee, proof of payment of a deposit amounting to 10% of the total minimum annual rent to the account of Crnogorski elektrodistributivni sistem d.o.o. Podgorica, stating the call number and purpose of payment, to account No. 535-15969-90 at Prva banka Crne Gore, or provide an unconditional bank guarantee payable on first demand.

VI- Participants in the offer collection procedure must provide the following personal information with their offer:

– for individuals (first and last name, residential address, personal identification number, ID card or passport number);

– for entrepreneurs: registration decision, first and last name, certificate of residence, copy of the decision assigning a tax identification number (PIB) and VAT number, if VAT-registered, and specimen signature card;

– for legal entities: name and registered office; an extract from the Central Register of Business Entities (CRPS) issued no more than three (3) months ago for domestic companies; for foreign entities, proof of registration with the competent authority of the foreign bidder’s country of origin; the first and last name and signature of the director or legal representative of the legal entity; and authorisation/power of attorney to participate in the offer collection procedure.

Each person may submit only one offer for the premises concerned.

Late, incomplete and irregular offers will not be considered.

If the participant submitting the most favourable offer withdraws it or refuses to conclude the contract after the offers have been opened, they forfeit the right to a refund of the deposit.

If an offer is invalid or not accepted, the deposit will be returned to the bidder within 30 (thirty) days of completion of the procedure.

VII- Criteria for selecting the most favourable offer:

– highest offered rent……………………………………… 20 points;

– lowest total menu price………………………………………….  80 points

VIII- As a special requirement, the offer must include a menu with detailed prices for each item, as well as the total menu price, in accordance with the table above.

Lessee must not use single-use plastic products while providing services;

Lessee must be guided in their daily work by the principles of environmental protection and preservation of the premises; any failure to comply will be sanctioned in accordance with applicable regulations;

The lessee must comply with the prescribed working hours and the Rulebook on Noise Limit Values.

IX-Method and terms of payment

1. The most favourable bidder must conclude a lease agreement with Crnogorski elektrodistributivni sistem d.o.o. Podgorica within 8 (eight) days of receiving the notification. If the most favourable bidder withdraws the offer and fails to conclude the agreement within the prescribed period, or fails to pay the rent for the premises within the prescribed period, they forfeit the offer and the right to a refund of the deposit.
2. Rent must be paid monthly in advance by the 5th (fifth) of each month. For the bidder whose offer is accepted, the deposit will be credited towards the rent.

X- Conduct of the procedure

The offers will be opened on 30 July 2025, starting at 10:00, at the premises of Crnogorski elektrodistributivni sistem d.o.o. Podgorica – Ivana Milutinovića No. 12. Representatives of bidders may attend.

Participants in the procedure will be notified of the most favourable bidder within 8 days of the procedure being conducted.
